I can make a picture into a new blog post. But I don't want to do that. I want a profile picture, which means I need a url somewhere. Instead of forcing me to make a separate blog to store my pictures, why doesn't picassa just let me upload my pics, and let me know where they are so I can use those URLs to link to them from anywhere? There I can add text posting to my image that was uploaded by Hello/BloggerBot, but, yes, the need to caption was irritating and I really envy the sites that can put series of thumbnails in their sidebars or wherever.
